The UAE adopted a new system of fees for work permits

The UAE has approved a new system of graduation of state duties for issuing job invitations.

The Ministry of Human Resources and Emiratization has introduced new fees for issuing work permits. The duty depends on the level of qualification of the employee and on whether he works in the territory or outside the UAE.

The ministry also adopted a new system for classifying enterprises into three categories. The classification depends on whether the company employs highly skilled or mid-level workers. The fee for a work permit also depends on the category of company in the classification system. Enterprises hiring citizens of the Gulf Cooperation Council are exempt from duty. Fishing vessels are also exempt from paying a work permit fee.

This measure implements the Cabinet of Ministers resolution on the classification of enterprises on the basis of the Law "On regulation of labor relations and the provision of bank guarantees." The ministry should provide companies with information and assessment services.

Category 1

If the company has a system for placing fishing vessels owned by UAE citizens, such a company falls into category 1.

Category 2

A company falls into category 2 with a subclassification of A, B, C, and D, depending on the number of skilled workers and the company's cultural diversity policy.

2A: If the ratio of skilled workers is 40% or more of the total labor force. In addition, the staff diversification index should exceed 50%.

2B: If the ratio of skilled workers is from 10 to 40% of the total labor force. In addition, the staff diversification index should exceed 50%.

2C: If the ratio of skilled workers is from 5 to 10% of the total labor force. In addition, the staff diversification index should exceed 50%.

2D: If the ratio of skilled workers is less than 5% of the total workforce, and the personnel diversification index is less than 50%.

Category 3

If a company commits one or more of the ten listed violations, then it falls into category 3.
